Ongjin County and Ocean Winds Korea Discuss Cooperation on a 1,125 MW Hanbando Offshore Wind Project

Ongjin County announced on the 8th that it recently held a meeting with a delegation from Ocean Winds Korea to discuss potential cooperation on offshore wind development.
The meeting was attended by the CEO of Ocean Winds in Korea and other key representatives, during which discussions covered the company’s rationale for entering the Korean market, its future business plans, and potential avenues for regional collaboration.
Ocean Winds Korea is an offshore wind specialist headquartered in Spain. The company entered the Korean market in 2019 and has been advancing projects in the Incheon offshore area since 2022.
During the meeting, the company emphasized that the waters off Ongjin County—given their proximity to the Seoul metropolitan area—represent a strategically important location for offshore wind development. It also expressed its commitment to long-term engagement in Korea, highlighting plans to sustain operations for over 30 years while strengthening cooperation with local communities and stakeholders.
In particular, updates were shared on the Hanbando Offshore Wind project, a 1,125 MW offshore wind development located approximately 120 km off the coast of Incheon. The project, which secured its generation license last year, is targeting financial close around 2030 and construction commencement around 2031.
Ongjin County, in turn, underscored the importance of building trust and fostering mutual benefits with local communities. It requested that the developer fully incorporate the perspectives of residents and fisheries stakeholders in areas such as Deokjeok-myeon, Jawol-myeon, and Yeongheung-myeon.
The county also stated that it will strengthen administrative support to ensure a stable investment environment for foreign developers, while working closely with relevant authorities to address key issues arising throughout the project lifecycle in a rational and coordinated manner.
A county official commented, “We will actively support efforts to ensure that both the local community and the company can achieve sustainable and shared growth.”
